Intelligence Preparation of the Operational Environment

A systematic process of analyzing and visualizing the operational environment to determine the impact of terrain, weather, and threat forces on friendly operations.

IPOE is the intelligence staff's primary analytical product. It converts raw data about the environment into commander-ready assessments that drive COA development. The four steps are continuous and iterative — not a one-time product.

The Four Steps of IPOE

Step 1: Define the Operational Environment

Identify the significant characteristics of the operational environment (OE) — geographic area, key actors, physical terrain, and the limits of the area of interest vs. area of operations.

Step 2: Describe the Effects of the Operational Environment

Analyze terrain using OAKOC (Observation/Fields of Fire, Avenues of Approach, Key Terrain, Obstacles, Cover and Concealment) and weather effects on operations. Produce a terrain analysis overlay.

Step 3: Evaluate the Threat

Define threat doctrine, typical organization, and capabilities. Template how the threat operates — where does it position, how does it react, what are its signatures?

Step 4: Determine Threat Courses of Action

Develop the Enemy Most Likely COA (EMLCOA) and Enemy Most Dangerous COA (EMDCOA). Produce a situation template showing enemy dispositions for each COA and an event template identifying indicators that confirm which COA the enemy has adopted.
