Intelligence, Surveillance, and Reconnaissance

An activity that synchronizes and integrates the planning and operation of sensors, assets, and processing, exploitation, and dissemination systems in direct support of current and future operations.

ISR is not merely a collection of sensors — it is a synchronized, commander-driven process that converts information requirements into intelligence that directly enables decision-making.

The Intelligence Cycle

  1. Planning and Direction — Commander defines Priority Intelligence Requirements (PIR) and Information Requirements (IR)
  2. Collection — Assets gather information against requirements
  3. Processing and Exploitation — Raw data is converted into usable information
  4. Analysis and Production — Information is fused into assessable intelligence products
  5. Dissemination and Integration — Intelligence reaches decision-makers in time to act

Named Areas of Interest (NAI) and Targeted Areas of Interest (TAI)

NAIs are geographic areas where collection activities can confirm or deny an enemy COA. TAIs are areas where engagement of enemy forces will cause the enemy COA to fail or cause unacceptable delay. NAIs feed TAIs — the ISR collection plan must synchronize with the scheme of fires.

ISR Synchronization Matrix

The ISR synchronization matrix links each PIR to a collection asset, time window, and reporting requirement. It ensures no intelligence gap is left unaddressed and that collection assets are not redundantly tasked.
